The Town of Arlington is requesting separate sealed bids for:

FORREST STREET CAMPUS PHASE 1

This bid requires licensed and bonded General Contractor as required by the Contractor’s Licensing Act of 1994 of the General Assembly of the State of Tennessee, and qualified for the type of construction being bid upon.

Sealed bids will be received by the Town of Arlington at the office of The Town Recorder, Town Hall, 5854 Airline Road, Arlington, TN 38002 until 11:00 o’clock A.M. CST, Friday, October 12, 2018 and then at said office publicly opened and read aloud.

 A Pre-Bid Conference will be held at Town Hall on Thursday, September 27th at 2:00 P.M.

The Instructions to Bidders, Form of Bid, Form of Contract, Plans, Specifications and Forms of Bid Bond, Performance and Payment Bond, and other contract documents may be examined at the following location:

The Town reserves the right to waive any informalities or to reject any or all bids.

NOTICE TO CONSULTANT ENGINEERS REGARDING A REQUEST FOR QUALIFICATIONS AND LETTERS OF INTEREST

October 4, 2018

 The Town of Arlington, an Equal Opportunity, Affirmative Action Employer, seeks to retain the services of a professional consultant engineering firm to provide services related to construction of improvements to S.R. 205 (Airline Road), from I-40 to north of Milton Wilson Boulevard (TDOT PIN 120178.00).   The project shall be accomplished in accordance with TDOT Local Programs guidelines.  The professional engineering consulting firm must be on TDOT’s pre-approved list or have a completed pre-qualification form filed with TDOT by the deadline for the Letters of Interest. The prequalified firm must have unlimited status.  Responsibilities of the professional consultant firm include, but are not limited to:

Required Scope of Services

 Providing Construction Engineering and Inspection (CEI) Services for the construction phase of the project in accordance with all Town of Arlington, TDOT and FHWA requirements. Services will include: project administration, construction inspections, EPSC inspections, utility coordination, QA inspections & testing, shop drawing & submittal reviews, records maintenance, and all other CEI-related services required for the project.

 Estimated Schedule for Performance of Work

 Anticipated award of construction contract:   June 2019
Anticipated duration of construction: 9 - 12 months

 Firms may request consideration by submitting a letter of interest along with qualifications to the Town of Arlington, Town Hall, 5854 Airline Road, Arlington, TN 38002; Attn: Cathy Durant, Town Administrator.  All letters of interest must be received by the Town of Arlington on or before 4:00 p.m. (local time) on Tuesday, October 30, 2018. The letter of interest and qualifications shall indicate the scope of services to be completed by any sub-consultants. The Town of Arlington intends to enter into a cost-plus fixed fee agreement for this work, based on TDOT-approved overhead and profit rates.

Interested firms shall submit letters of interest with firm contact information including name, address and e-mail of primary contact. The letters of interest shall also include:

Work experience in the required disciplines with TDOT, the Town of Arlington and other municipal clients
Staff capabilities of prime consultant
Staff capabilities of any subconsultants
Specialized expertise
Workload capacity, including amount of work currently under contract
Approach to the project
Past performance on Town of Arlington projects

Based on a review of the letters of interest, the Town of Arlington will rank the qualified firms. From this list the top ranked consultant will be selected to begin negotiations.  The consultant evaluation committee may elect to conduct interviews, if necessary.

Request for Qualifications for Planning Services for

 

Update of the Future Land Use Plan

 October 3, 2018

 Background

 The Town of Arlington has been experiencing tremendous growth in the past decade, and has become a destination for people looking for a place to live and raise their families and for retail, commercial, medical and industrial development. As the Town's leadership develops strategies to properly manage this growth and best serve our community, it is necessary to update our Future Land Use Plan. 

 Purpose

 The Town is seeking a qualified Planner or consultant team to provide guidance and assistance with this planning process. The current Land Use Plan was adopted on October 4, 2010, a review of the Plan has identified areas that need revisions as the Town continues to grow.

 The planning/consultant team is expected to work closely with the Town's planning and engineering team, and will utilize the existing Land Use Plan, Zoning Ordinance, Subdivision Regulations and current growth patterns as a foundation for all proposed revisions.

 The deliverables from the planning / consultant team is expected to include a Revised Land Development Plan and related Maps in both hard-bound copies (number to be determined) and digital.

 The current Land Use Plan, Subdivision Regulations, Zoning Ordinance and other related documents are posted on the Town's website.

Proposal Requirements

 Consultants are asked to submit concise proposals describing their experience with similar projects, and their approach to the proposed project. Proposals should be prepared 8.5xll standard size paper and limited to 10 single sided pages, including resumes, references, and other attachments (excluding the Appendix as described below).

 The proposal must include the following items:

  1. Cover Letter to include name, address, and telephone number of the prospective Project Manager that would be assigned to this project
  2. Organizational Chart to include personnel from prime firm and from sub-consultant firms
    1. Team Data to include the lead firm's name, areas of expertise, and a brief history of the firm, size, office locations, etc.
    2. Personnel Resumes of only those that will specifically be assigned to this project. A letter of commitment may be required at a later date to affirm that these individuals will be involved on a day-to-day basis on the project.
    3. Project Experience to describe relevant qualifications and experience with similar projects. Consultants are encouraged to provide samples of work done in other communities in an Appendix. The Appendix pages will not count against your 10-page maximum
    4. Project Approach to include the method of conducting the work, and how the final deliverables will be developed.

 Three (3) copies of the proposal shall be submitted in a sealed envelope marked "Town of Arlington ”Future Land Use Plan" by October 19, 2018 at 2:00 PM to:

 If any of the above requirements are not met, the proposal may not be considered.

A Selection Committee will review the proposals received, and may develop a short list of teams to interview with the Committee and/or other members from the Town's executive leadership. The Town may also opt to select a team without going through an interview process.
