REGARDING A REQUEST FOR LETTERS OF INTEREST AND QUALIFICATIONS
Memphis-Arlington Bike Ped Project from Gerber to Milton Wilson

The Town of Arlington, Tennessee, an Equal Opportunity, Affirmative Action Employer, seeks to retain the services of a professional consulting engineering firm to provide services related to design and construction of the Memphis Arlington Bike Ped Project, from Gerber to Milton Wilson under the Tennessee Department of Transportation (TDOT) Locally Managed Programs. The project shall adhere to all applicable Federal and State procedures and regulations. Consulting engineering firms and all sub-consultants that wish to be considered must be on TDOT’s pre-qualified list. Responsibilities of the professional consultant engineering firm include, but are not limited to:
Preparation of the NEPA document,Design services to complete bike and pedestrian trail construction plans, Secure Federal, State, TDOT and other required permits, Assemble bid package per TDOT requirements, Assist the Town in opening and award of bid, Construction Engineering Inspection in accordance with TDOT requirements

Firms may request consideration by submitting a letter of interest along with qualifications to Ms. Brittney Owens, Town Recorder, Arlington Town Hall, P. O. Box 507, Arlington, Tennessee 38002. All letters of interest and qualifications must be received on or before 3:00 p.m. (Central Daylight Savings Time), February 15th, 2018. The Letter of Interest and qualifications shall indicate the scope of services to be completed by any sub-consultants. Sufficient information on qualifications should be attached to the Letter of Interest, such that the factors that will be considered in evaluation, listed below, can be properly judged. Include in this information one or more contacts at TDOT who can verify the information provided concerning TDOT work.

Submittals will be reviewed by a Consultant Evaluation Committee, who will make a recommendation to the Board of Mayor and Aldermen. All submitters will be advised when a selection has been made. The factors that will be considered in evaluation of submittals are as follows:
1. Past experience in the required disciplines with TDOT and/or other clients 12%
2. Past experience specific to bike and pedestrian connector projects 12%
3. Specific relevant experience on federally-funded projects 12%
4. Knowledge of Federal and TDOT design and CEI requirements 12%
5. Qualification and availability of key staff 12%
6. Demonstrated ability to meet schedules without compromising sound engineering practice 12%
7. Demonstrated understanding of this project (project approach, etc.) 12%
8. Relationship, familiarity and history with the Town of Arlington 8%
9. Amount of work under contract with TDOT and other clients 8%
